Owen has extensive experience advising government agencies at all levels, from U.S. federal entities to national energy ministries, regulatory commissions, and local, state, and provincial governments worldwide.
In the U.S., Owen led an agency-wide clean electricity strategy development process at the Department of Energy (DOE), and served on the DOE Inflation Reduction Act Energy Tax Credit Tiger Team.
He has also helped numerous U.S. cities design detailed implementation plans to achieve 100% clean energy goals. Internationally, Owen has worked on energy transition issues in large emerging economies, including South Africa, India, Mexico, Thailand, Colombia, Vietnam, and Brazil.
In these settings he has trained energy ministry and regulatory staff, led technical and market analyses to inform evidence-based policy decisions, and provided tailored guidance for implementing energy transition programs and strategies.
Owen is skilled in facilitating stakeholder engagement processes, crafting policy frameworks, and supporting capacity-building initiatives for government staff. His expertise empowers agencies to navigate complex energy challenges and statutory and political constraints to drive systemic progress toward a clean energy future.

Owen collaborates with some of the world’s largest climate philanthropies and re-granting organizations, often in a confidential capacity, to drive high-impact initiatives in the clean energy transition.
He provides strategic investment guidance to philanthropic initiatives, focusing on technical and policy advocacy work related to electricity and cross-sectoral issues such as grid infrastructure, heat and transport decarbonization, and green hydrogen.
Owen supports foundation staff and board members in understanding complex energy policy and technical issues, advises on stakeholder engagement strategies, and delivers training to foundation staff. He has extensive experience conceptualizing and developing multi-funder investment strategies, fostering collaboration and shared learning across funders.
Additionally, Owen vets prospective grantees and helps conceptualize, scope, and design programs to maximize their impact advancing clean energy solutions.

Owen has immense experience supporting electric utilities and critical clean energy transition issues.
He has strategized with utility CEOs on business model transformation, performed investment due diligence on transmission infrastructure projects, designed new tariffs with pricing and regulatory affairs teams, trained distribution engineers on new planning tools and methods for distributed energy resources, and facilitated technical exchanges among system operators on best practices for integrating renewable energy onto the grid.

Owen has a long history of consulting with multi-governmental energy organizations, including the International Energy Agency (IEA), the Clean Energy Ministerial (CEM), and the International Renewable Energy Agency (IRENA).
At the IEA, he helped pioneer the Six Phases of Renewable Energy Integration, designed country-specific power system analytical exercises for IEA member countries, and developed publications focused on power system transformation topics.
Owen also served as the Deputy Lead of the 21st Century Power Partnership, a multilateral initiative of the Clean Energy Ministerial focused on country-level policy and regulatory implementation for clean energy transitions.
His expertise enables multi-governmental organizations to advance actionable strategies and deliver impactful results in the global clean energy landscape.

Owen has extensive experience supporting international aid agencies on both strategy and program implementation, with a focus on technical assistance and capacity-building programs.
Owen has led a number of portfolios of international development work as a contractor and subcontractor to both USAID and GIZ.
Notably, he has been enrolled as a technical expert by USAID to perform country-level energy market assessments and evaluate opportunities for establishing new energy programs, and has significant experience quickly gaining an understanding of country energy markets and providing customized insights and guidance to country counterparts.

Owen brings deep research expertise to his collaborations with leading research organizations and think tanks.
With experience at three U.S. national laboratories, including a decade at the National Renewable Energy Laboratory, Owen has a strong foundation in designing and implementing quantitative analysis and conducting interview-based studies.
Currently, as an Affiliate Researcher in Energy Markets & Policy Division of the Lawrence Berkeley National Laboratory, his work focuses on state and federal energy policies, including tax policy, national industrial policy for clean energy, rate design, and distributed energy resource program design.
Owen is also a prolific writer and editor, having authored over 50 publications, including a textbook on the Political Economy of Clean Energy Transitions. His areas of expertise include power sector policy and reform, renewable energy integration, distributed energy resource regulation and program design, power sector planning and modeling, and heat and transportation electrification policy.
Owen’s analytical rigor and depth of knowledge enables research organizations to generate actionable insights that shape energy policy and practice.
