He has supported transformative federal initiatives, including those under the Inflation Reduction Act, and is currently an Affiliate Researcher at Lawrence Berkeley National Laboratory where he contributes to state and federal energy policy research.
Before founding Source, Owen served as a Senior Advisor to the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy, where he focused on implementing the Inflation Reduction Act and developing an agency-wide strategy for achieving 100% clean electricity by 2035. At the National Renewable Energy Laboratory, he spent nearly a decade providing technical assistance, training, and analysis to national governments, regulatory bodies, local governments, and electric utilities, supporting energy transition initiatives domestically and internationally. Owen’s career is rooted in a global perspective, having spent years providing technical assistance in emerging economies in the Global South, conducting in-depth energy market assessments for international development agencies like the U.S. Agency for International Development (USAID) and German Agency for International Cooperation (GIZ), and guiding international programs under the Clean Energy Ministerial.
Whether advising on policy, program design, or regulatory strategies, Owen is committed to advancing equitable, sustainable, and impactful decarbonization solutions.
